Pharmaceutical Step-Therapy Use Expands Among HMOs
In almost every year since 2004 (75.1%), the percentage of HMOs using pharmaceutical step-therapy increased, peaking at 91.2% in 2010. A near census of IPA- (94.5%) and network-model (90.2%) HMOs used these protocols; both shares expanded by roughly 20 percentage points over the seven years profiled.
